Cheryl Adelstein
Cheryl Adelstein has deep experience working with and for local governments and managing nonprofit organizations including serving as a City Manager and as an Executive Director of a growing nonprofit. She recently was honored with the Outstanding Community Relations Award from the St. Louis County NAACP.
Ms. Adelstein served as the Assistant Vice Chancellor for Community Relations & Local Government Affairs at Washington University in St. Louis from 2005 to 2018. She focused on building meaningful relationships with nearby local governments, served as a liaison to a wide array of community groups and neighborhood associations, and coordinated the efforts of campus administrative units and academic departments on a variety of infrastructure and engagement projects.
Ms. Adelstein received her Master of Government Administration from the University of Pennsylvania and her Bachelor of Arts in International Studies and Business Administration from The American University in Washington, D.C.
Pam Lokken
Pam Lokken is a recognized leader in federal, state, and community relations. She brings a depth of experience from the public and nonprofit sectors along with expertise in the areas of health policy, scientific research, higher education, tax policy, and community engagement. Ms. Lokken has extensive experience working with legislative bodies, executive branch departments, regulatory agencies, associations, and public policy coalitions.
Previously, Ms. Lokken served as Vice Chancellor for Government & Community Relations at Washington University in St. Louis. She led the university’s federal, state, local governmental, and community relations initiatives. Prior to joining the University, Pam was a Presidential Management Fellow and worked at the National Institutes of Health.
Ms. Lokken received her Master of Public Policy and Master of Arts in Political Science from the University of Michigan. She received her Bachelor of Arts degree from the University of Wisconsin- Whitewater.
Rose Windmiller
Rose Windmiller is a trusted advisor to leaders in the public and nonprofit sectors. She has served on the boards of several government and nonprofit organizations, including the Independent Colleges & Universities of Missouri, Missouri Cures, Missouri Cures Foundation, and Citizens for Modern Transit. Ms. Windmiller received gubernatorial appointments to Missouri’s Ferguson Commission in 2014, and to the Bi-State Development Agency in 2018, which she chaired from 2020-22.
Ms. Windmiller served as Associate Vice Chancellor for Government & Community Relations at Washington University in St. Louis and as Interim Vice Chancellor for the office in 2022-2023. Ms. Windmiller oversaw the university’s public policy agenda at the State level as well as the leadership of the university’s college readiness initiatives. She has experience with academic health center administration, as well as expertise in research, student financial aid, and taxes. She also has worked on numerous local and statewide ballot initiative campaigns.
